Yes but you need to wait a significant amount of time, then when you make an appeal it will be determined if it gets accepted or not in an Admin meeting.

For you to appeal it can be found here Punishment Appeals. The reccomended time for someone to make it while banned is 6-12 Months.

A punishment appeal ( while perma banned ) will go through an admin meeting gathering enough reason for you to be unbanned. If not enough was gathered and the staff don't believe you can come back yet you will have to go through the same process.
