As this topic isn't specifically mentioned in the rules and an admin's stance on the matter can vary between situations, this thread's goal is to shed light on some of the not-so known facts about Car Deathmatch on the server.

Terminology

CDM - Car Deathmatch - The act of using your vehicle as a weapon.
Admin - A member of staff that deals with OOC situation on the server.
RDM - Random Deathmatch - The act of causing damage and/or killing someone without a valid roleplay reason.

We'll start of with some basic facts about CDM on the server:

  • In the broadest sense CDM isn't against server rules, however as I will specify later in the post there are some conditions.
  • If you're walking in the middle of the highway and someone runs you over, it's your fault, not CDM.
  • CDM is an acronym for Car Deathmatch, not Random Car Deathmatch.
  • CDM is against the law 5.3 Manslaughter - Murder in the Third Degree (There are some exceptions which will be covered later on).
Now, let's discuss when it's against the Law to run someone over; there are 2 laws concerning CDM, 5.1 and 5.3:

5.1
"The act of committing murder with the intention of inflicting lethal injuries to another member of the public."

'What does this law mean?' You may ask, well this is the murder law that covers all types of murder in the city, using your vehicle to intentionally murder someone (with the exception of self-defence) is covered by this law and usually carries a sentence of 10 years in prison. You can and will be arrested for this law if you intentionally run someone over with the intent of ending their life.

5.2
"The act of unintentionally committing murder as a direct result of intoxication, recklessness, negligence, etc."

This law essentially covers accidentally running someone over, now what this means is that if you swerve onto the curb and run someone over because you're drunk or because you broke a traffic law etc. This law will cover it.

Although there aren't any server Rules that specifically mentions CDM, there are Rules concerning RDM, and as mentioned previously in the post; your vehicle should be considered as a weapon, the improper and random use of it to cause harm to another player is against the Rules.

"players are not allowed to excessively negatively affect the experiences of other players while playing on the server"

This is the server rule that is generally associated with RDM and as mentioned, intentionally and randomly killing someone with your car is the same as randomly shooting someone. However, if the act was done unintentionally due to either lag or inexperience with a car the player should roleplay the situation accordingly by calling for a medic and the relevant authorities.

What do I do after I've run someone over?

Immediately after the incident you should call 911 alerting both the police and medic about the incident. If possible you should also try to keep the patient's body safe by attempting to block it off with your vehicle or any barriers you may have. It should also be noted that even if the collision is accidental you should always stay at the scene after calling a 911 and ensure both the patient and authorities know what happened and who is to blame.

What do I do if I see someone in the middle of the road?

You should do everything in your ability to avoid causing harm to the person by slowing down to a stop and wait for them to get to safety. Just because a person is standing in the middle of the road doesn't mean you can run him over, if investigated this could lead to your prosecution for Manslaughter.

What do I do if I run someone over as a Government Employee?

You should always alert the Lieutenant if this happens and make sure he is aware of the situation and how it happened. If the accident was a direct result of a law being broken by the person that was ran over e.g. he was jaywalking. As a Law Enforcement officer you should punish him accordingly.

If you have ran someone over as a result of your negligence / intoxication as defined in law 5.3 the Police Lieutenant has every right to relieve you of your duties and charge you.

What do I do if I believe someone has purposefully ran me over for no reason?

If you were in a legal walk zone when you were struck by the vehicle report the situation to an Admin - better safe than sorry. The responding Administrator will use their best judgement to decide whether or not it was RDM.


Scenario 1

Player A is speeding within the city and he's lost control of his vehicle causing him to swerve into the wrong lane and is unable to turn in time, causing him to hit and kill Player B. In this case Player A would be charged with law 5.3 - Manslaughter due to the fact that Player B was killed due to negligence (the neglect of traffic laws)

Scenario 2

Player A pulls into the Car Dealer, notices Player B is stood on the curb and purposefully accelerates into Player B, killing him. Player A would be charged and arrested with law 5.1 (Murder in the 1st degree) due to the fact that Player A intentionally killed a man.

Scenario 3

Player A is travelling along the highway at the legal speed limit, when he's roughly 3 metres away from Player B's location, Player B suddenly jumps in front of Player A's Car, resulting in Player B's death. In this situation Player A would call for a Medic and stay at the scene to explain to the authorities what happened.

One thing I should note, even if it is technically not against the laws of Paralake City, that does not give you permission to purposely run people over you may see in situations where it would not be deemed your fault. If an admin catches you or the person ran over witnesses you purposely steering your car into them for no reason other than to kill that player, it falls under admin jurisdiction.

In ALL situations in which you run someone over or are ran over, unless it is an especially egregious act by the aggressor, roleplay it, don't immediately call for an admin. Too many times do people call an admin before there is even a possibility of being revived or the person calling emergency services resulting in a false report. If you still wish to pursue it, then create a ban request on forums about it, but keep in mind sometimes accidents happen so not everything needs to be reported. Also too many times people run another person over without a second thought and simply call emergency services then drive off, which even though you notified them, it would still be considered a hit-and-run and you can be arrested for it. So police do need to do what action they can to take that person in for questioning.

Last thing, there is a definite blood marking where someone was ran over, so as police/medic you can and are highly encouraged to use this in determining whether or not it could be the result of an accident or not. Even if someone is going the speed limit, failing to stop for pedestrians is a felony. So when @MoronPipllyd says that the person "would not be charged with anything", he doesn't mean you can simply leave the scene and not be forced to talk with police explaining what happened. So no matter what, always call police/medic or you will be found guilty and charged accordingly for fleeing the scene.

TL;DR
All those involved
Roleplay any situation to the best of your ability, if the other person is not even remotely attempting to, then call an admin, not before. Wait to see if you might possibly be revived before claiming CDM as accidents can/do happen.
Driver that ran over a person
Call emergency services, failing to do so or driving off afterward is considered a hit-and-run no matter where the person may be walking. If you are experiencing far more than your normal lag at any time, do not drive.
Police/Medics
Be sure you identify who the culprit may be (use DNA tool if no one is at the scene or if you suspect something doesn't line up in their story). Don't assume the person is guilty all the time, check extenuating circumstances (where the body is, where the blood is, if the person's story makes sense for these factors, etc).
