Cell broadcasts

Short explanation (in notes):
- Alerts civilians of dangers in their area, e.g. shootouts, fires and other.
- Sent out by dispatchers, the mayor or the lieutenant.

Detailed description (why should it become added/...):
Instead of allowing the Lieutenant to send out broadcasts, this functionality would be closer to the real world materials used to alert citizens, like the Netherlands has NL Alert, a text message is sent to all phones in a certain areas to alert the of danger and send out amber alerts.

Optional additions:
- Could be turned off in phone options.
- Amber alerts.
- Lookout alerts for suspects.
 
This would help alot really while $200 is not alot there are alot of adverts and it can get lost having them use a different colour or not the text box at all would be a big help preventing even worse accident. I have been using this step by step like other supervisors which I may make a guide with.

Secure the Scene
Get everyone away from the middle of the road.
Setup barriers on blocked lanes.
Inform the public by advertisement.
Leave room for emergancy services.
Get police to setup a advanced warning before the accident or setup the roadblock there.
If possible clear one lane.
Enforce temporary speed limit (Optional)
Rolling Roadblock once road is clear.
 
Oh my... I dont know but this idea made me excited somehow.

This is actually what exactly people need, but unfortunately if thats gonna be controlled manually, sometimes can be missed or forgotten. Maybe also a rule should be added about that to LT,Mayor and Dispatchers to must use this to warn all citizens in the area about the incident?
