Suggestion Title: Change or remove redundant JAIL, CALL, and FINE headers
Suggestion Description: The new headers on records are very useful for keeping track of what is going on, however add an extra line of redundant info to most records without providing any use (as they are already distinguished in the body of the record or in the icon).

For jail and fine records, the exact punishment should be put inline with the 'JAIL' message, leaving the entire rest of the record for the reason and making it easy to quickly interpret both the reason (anything below the line) and the punishment (inline with the type of record)

For calls, the 'CALL' line is redundant and should be removed as it is already represented in the body of the record ("Called 911" and the phone icon). All this serves is to add extra width and therefore clutter to the UI, as calls are the most frequent type of record, they should be ideally the most conservative with their height.

Called 911 at Location: Business Street
Message: There is someone attacking me!

Why should this be added?:
+ Reduces redundant information on the Police Computer
+ Makes it easier to quickly get important information at a glance, and therefore reduces potential for misreading
+ Reduces headspace and height of records, meaning that more records can be displayed on-screen at a time
+ Gives some use to the new headers on charges and makes the UI more uniform and sleek

What negatives could this have?:
- None that I can see of, the hard work of the muffin-based developer to add this would not go unappreciated as they would still exist for most records!
 
I've removed some of the duplication of wroding. However there is lots of information that cannot easily be moved to the header as it isn't tracked outside of the free text.
