Suggestion Title: Changing max shops owned by org
Suggestion Description: Currently there's a max on having 4 shops within the org. Does not matter what shop it is.

Why should this be added?:
- Sometimes I'd like to be able to buy a non bazaar shop but still run into the limit of 4 shops owned by org. 4 shops max at bazaar seems more then fine to me but maybe this shouldn't apply to all shops? (business, market stalls, puffer)

What negatives could this have?:
- Not sure tbh

Maybe just use the shops your organisation owns to sell your wares or use storage instead? Used to be a time where players would come on, buy the whole of bazaar, then resell the shops for 15x their regular price, which upon that being fixed, people did the same but with their org instead.

This was implemented to stop what Benj described above. This seems to have worked pretty well so we're going to keep it how it is.
