Characters are pitch white.

Most of the portions of the characters are a milky white texture, I have uninstalled/reinstalled all addons, aswell as completely wiping Gmod off of my computer and reinstalling it, nothing has fixed it.

Try turning off multicore rendering in F1>Options while ingame

As stupid as it sounds, I take you've got all content packs and CSS as required for PH? Sounds like a texture error, which isn't unheard of on PH by any means. I experienced the same sort of thing but only with pink and black squares all over players, I then found out I missed out one of the content packs. As slim as the chance is, hope this helps resolve it for you.
