Suggestion Title: Chop Shop Rival Takeover
Suggestion Description: If a opposing rival gang member is doing a Chop Shop, Players who have high enough org perk can get an alert about the vehicle model and its license plate.

Then the gang can go intercept the job before cops show up to it to attempt to steal the job vehicle from the rival gang.

Upon crowbarring the vehicle and driving off with it, the player will get a message from the Chop Shop guy congratulating them on their success then offer a drop off location once the tracker is off.

The intercepting rival gang will then be given the payout instead and the money is wired to the person who turned in the car.

Why should this be added?:
- More org perks
- More conflict between rivals in new ways rather than only just raiding
- Fun way to create more danger to a highly profitable job that's basically free 34k at low cop count.

What negatives could this have?:
- more shootouts?

What problem would this suggestion solve?: Filling up the org perks and adding more variety to the crime we have.

Who would be the person texting the gang there's a rival gang doing their chopshop though? And why?

Why would the "Chop shop guy" be congratulating the person that just stole their desired customer's car?
And why would the people who intercepted the chop shop car get less money?

Chop Shop is currently being improved and the risk will be higher, this is not really the direction its headed tho
