Civilian Limo

I think normal civilians should be able to purchase and own a limo.

It may as well be the same one as the government, but without the increased safety factors.

The vehicle should be very expensive, in comparison of more commonly-owned vehicles.

I remember playing on a server where VIPs could purchase a VIP-Limo, with another default color than the government one, and without the added safety.

I would have suggested this myself, but I didn't really bother lol.

Personally I don't think civilians should have a limo, 1) it's long and difficult to drive and 2) not many people personally own a limo. Also it would just be the car of choice for far too many people because of the whole VIP feeling, like how most people wear the suits we have. So I'd rather keep it to standard cars for people to own.
