Suggestion Title: Claiming a different car when a current one is broken QOL
Suggestion Description: Make it so you can claim another car in your garage when your current one is broken. As you may know you are unable to claim a different car when your current car is broken and if there's at least 1 Roadcrew worker on duty (or if its impounded with a wheel clamp IIRC?). This is most annoying when you die on some remote place in the map while you were driving with your car, it becomes unreachable and Roadcrew mostly cannot locate it themselves. The conditions are as follows:
-When your car breaks down (engine or body work) you have a 5-10 minute timer that starts as soon as its not possible to start the engine or the car has broken down in any given shape. When this timer is over you can reclaim any new car including the one that's broken at the car dealer or the city garage.
-Give us the ability for the city garage NPC or the car dealer NPC to arrange a tow truck for us that literally just removes your current broken car which should come with a cost of abour $3K-$6 as it's a quick service. To prevent abuse this feature should only be available 2 minutes after your car is wrecked to prevent people from spawning new cars during police chases. Possibly disallow this feature when your current car is clamped.
-When the above mentioned feature is used while Roadcrew are on duty compensate them fairly to not make them feel entirely worthless. It takes quite some time for Roadcrew to arrive when it's 1 new player looking out for 128 players.
Why should this be added?:
-QOL that improves mobility and makes some current feature less annoying and better to deal with.
-Roadcrew workers still get compensated and taken off some work to ease their job.
-Less abandoned vehicles on the road which are always an issue for other drivers.
What negatives could this have?:
-Possible abuse if the timer's are not set correctly.
-Cars randomly dissapearing while Police deal with it accordingly, maybe even when they have to give a ticket.
-My suggested timers are too long.
