Description of the Bug: Ranks don't show up on uniform

How to reproduce the Bug: Go on duty and look at yourself or look at other officers and you will see there are no ranks present on the shoulders.

I believe this bug only impacts Lieutenant+ due to the rank positioning on the shoulders and not the upper arm.

It wasn't fixed when I was playing last night. I also noticed yesterday that the high vis jacket is also broken (at least for me).
