Description of the Bug: Splint cooldown Carries over,even after Death (Possibly a PD only bug)
How to reproduce the Bug: Get shot in the Leg,Splint yourself and then Die
After respawning,get shot in the leg again,and attempt to use another splint
It will tell you that you have to wait to use another splint
