Description of the Bug: You can remove fire with no water

How to reproduce the Bug: 1. Left click and just remove the fire.
2. It appears that it is registered as far away, but still close enough to fire invisible water.

Can confirm this is a thing myself. You don't get money whenever it happened to me. However, its sometimes needed. The office fire is almost impossible to put out with extinguisher as times so if this i fixed we'll need either a buffed extinguisher or a hidden hydrant in office.
