Suggestion Title: Cosmetic prices lowered when free healthcare is enabled
Suggestion Description: Make cosmetic prices such as face model changes and gender changes decreased by 20-100% when free health care is activated. This is because realistically theres a trend that the more universal (free and cheaper) said care most likely will be cheaper for example comparing the price of somewhere like the UK to USA or something. This would give the healthcare policy more use besides free healthcare which people already don't use often.
Also for a policy that is 10k initially and 400 per minute equating at 24k per hour i feel that would be enough to cover free healthcare AND cosmetic surgeries.
Why should this be added?:
- realistic
Equals out the price maintaining it to its use of said policy
Gives the policy use besides healthcare being free (which no one takes advantage of)
More detailed policy
More use to implement it
What negatives could this have?:
- people cosmetic swapping too much
Dev time
It being somehow abused
What problem would this suggestion solve?: The policy is actually used for proper reasons and isnt just there for no reason as it currently is just a "filler" with not much use for it unlike others. This makes the policy just drain the city money especially on low pop or high pop where people are basing and are full dying where EMS/FF are begging to revive you/help you so its basically useless.
