Suggestion Title: Add invoice system for both Medics and Roadcrew
Suggestion Description: So we currently have a ticket system in place for police whereby you have to pay your ticket once you've been issued one.

You could implement a system for medics whereby they can charge for heals of players by issuing a 250$ (price subject to mod discussion) invoice to a player when they've been healed. However, if the policy "FREE HEALTHCARE" is active, there will be no need to issue an invoice and wouldn't even allow a medic to issue one. Once the invoice is paid, this would go straight to the medics bank account. If they don't pay the invoice, they won't be able to receive medical help. (Apart from reviving etc..)

You could implement the same system for Roadcrew and car repairs, an invoice that needs paying which goes direct to the invoice issuers bank account. Similar to the police ticket system, they would need to pay this invoice before they are able to use their car again. This also brings in a potential new policy in the mayor's budget for free car repairs, which they could activate and then everyone can get their car repaired for free.

Why should this be added?:
Currently the free healthcare policy is redundant and a massive draw on the city's budget for no real reason. The medics are already running round healing players and reviving them, this gives more RP scenarios around the Mayor's policy of free healthcare.

It increases revenue streams for medics, which is already a difficult enough role that is not very often full because unless you are removing a dead body, you don't receive any additional income as a medic.

Same for roadcrew, currently they go round removing vehicles and charging cash for vehicle repairs which is more a word of mouth thing rather than an actual set price for a car repair. You could implement it so the car repair is like 0.2% of the cars value. So a $500,000 car to repair would cost $1,000. This would potentially mean people are more likely to take care of their cars as currently you can take a 4 million pound car and smash it into a wall for a roadcrew to come and repair it for 500$. With this new 0.2% or even 0.1% invoice system, it would cost either 8000$ or 4000$. Also in the event of an accident and another party is at fault, the roadcrew could issue the ticket to the person who caused the crash and then paying for the other persons vehicle repair.

Of course with the above there could be a new Mayoral policy added for car repairs which could cost the same as healthcare at 500$ a minute, so the Mayor will need the balance the budget more efficiently so as not to drain all the funds.

What negatives could this have?:
Feel free to add any insight as to why this could be a negative. As long as the system is implemented correctly, it can't really be abused as it would be a set price.

Medics should remain a free of charge service, as they still earn a lot of money for reviving and deleting bodies.

However I agree to create a system like that for RC, to avoid situations where people don't pay them. However Im not sure if a whole payment system has to be programmed in order to do that, as some people have cash on them, and almost everyone has a phone to make a bank transfer.

So i guess just repair the car after the client pays you.
