Main idea: adding some sort of craftable armour/kevlar for civilians
Full description of the idea: add craftable armour, I don't have in mind right now what materials should be used in making it.
This armour doesn't have to be near tfu level of armour, maybe just have it around normal officer level.
Pros: no need to nerf PD armour or anything
As a civilian, you won't be so fragile
Cons: might be overpowered? causing civilians to win more over the PD? I don't think this will change anything though, it will just be fairer.
Edit: Could make the gap between sweaters and experienced players even bigger, but it doesn't have to be expensive.
Image: could look something like this or it could just be concealed under your clothes
