It has been free for months, the game was like $2.99 anyway.
Paradox have the current DLC policy because they make games with the plan on updating it continuously for 5+ years, this is why they have a following; they take time making in-depth games.

Play with a group of 5 regularly, just have to make sure you don't have mods and the host has a good connection, should be fine apart from that.
