I'll just start like Ethan; Basically I usually do this in RP situations when I get pissed off, then I just act like a mad man and go ham and just throw the laws in people's faces.
In admin situations I usually do this because I speak a lot which gives me no breath so I have to do a massive inhale that pretty much sounds like this; WHUUUUUUUUUUUUUUUUUUUUUUUUUUUUU blablablablabalbalblablablablbablablablablablabalblablablablablblablalbalblablablablab WHUUUUUUUUUUUUUUUU
