Suggestion Title: Dispatch: fix new incidents interrupting your message
Suggestion Description: If you are editing/typing in the description of an incident on the Dispatch Computer, and another incident comes in, you are suddenly taken out of focus and lose whatever you were typing. This quirk should be removed.

Why should this be added?:
Ease of life. An unneeded aspect of the dispatch computer.
Streamlines the incident management process and discourages dispatchers from resigning in 1.3 seconds because the dispatch UI is fucked

What negatives could this have?:
None

What problem would this suggestion solve?: Dispatch

Here is an example of this issue, where I'm assuming the control for the new incident takes focus away from any other panels, in this case de-selecting a unit that I had previously selected.
