Suggestion Title: Dont send "Vault is full" not enough cops on to raid it
Suggestion Description: Make it so the dealer doesnt inform you the vault is full if there's not enough cops on to even raid it.
Why should this be added?:
- So people dont run to DD to get code only to be told theres not enough cops
What negatives could this have?:
- none
What problem would this suggestion solve?: dd tells u "hit me up" to raid it, and u cant raid it
