Suggestion Title: Organization binds
Suggestion Description: So police can use binds for example "plpd make yourself known" or "pullover at the nearest parking lot" or they can have binda for every location like "raid southgate code 3"
but criminal cant do "/org we're being raided" or something like that

Why should this be added?:
- make the crime and police fair

What negatives could this have?:
- i dont see any

What problem would this suggestion solve?: Crime and police not having fair right for bind command

PD don't do these binds, and wouldn't be able to bind every location where there can be a raid
PD binds aren't to give them a benefit, its to combat the fact they cant type while driving and the fact they HAVE to announce and they cannot be heard sometimes throughout a base.

This doesn't balance PD vs crim as PD don't get an advantage with these binds
 
I don't think it's 'levelling the playing field' as you describe it, because there is an inherent advantage to /org binds and very little advantage - mostly an inherent disadvantage - to PD binds.

As per PLPD policy, Police have to announce themselves when entering private property. This automatically gives raiders an advantage by knowing entry by Police is imminent, and allows them to prepare.

They can do this by simply doing it over voice chat, however sometimes depending on distance or map variables they are not heard. This leads to IA complaints which - if sustained - can set the Officer back by 4 weeks in their progression. The bind simply eliminates any opportunity of an Officer not being able to defend themselves in an IA because it is actually logged, and it's far more likely it'll be seen by people.

I am sure most Police would actually prefer not to announce their presence and be able to surprise raiders so as to have an advantage, but we don't allow that. So quite simply, the two aren't comparable.

EDIT: If we're talking about being able to /panic, I don't really see how they're comparable either. All police have life alerts anyways which everyone knows, so they know if they kill an officer the location will be publicly available. If it's for taking an officer hostage, there is an animation where the officer touches their hip once they hit panic, so you'd also know about it straight away and be able to deal with it. If they are caught lacking at gunpoint, there would be little opportunity for them to panic.

There was a time when they were supposed to be blocked by the gamemode (and were?), but it turns out they are still possible... I am probably going to have to add it back to the rule text, then
