Why is my new friend getting messages at drug dealers location but ive stopped recieving messages

You have not sold 150k worth of drugs to him within the last week.Or there might be a couple other reason such as you was offline when he changed spots,you was on a government job when he switched.ETC

Basically what Jack also mentioned, to get access to these messages you either have to sell a certain amount of drugs which I believe was indeed 150k, or by being in an organisation which has unlocked the perk. You also have to be online without being on a job while he moves to actually get the message.
