Suggestion Title: Emergency footpath in Parker Tunnel
Suggestion Description: Add a narrow, elevated footpath on one side of the Parker Tunnel with regular steps to access it. This path would allow people to walk to the exits in an emergency, or just stand safely in a refuge area due to a traffic accident or their vehicle breaking down.
This would also encourage the use of the Parker Tunnel as a means of foot travel between the Forest and the Business Sector without endangering pedestrians or drivers, and bring the tunnel into the 21st century.
Additionally, the existing signs and jut-outs that currently impede traffic could be moved out of the way to this elevated walkway.

Why should this be added?:
See above, makes the tunnel look more modern, makes accidents and collisions in the tunnel safer and more manageable, reduces danger of pedestrians or drivers colliding in the tunnel, encourages foot traffic between Business and Forest.
What negatives could this have?:
