Let me explain how it works.

You choose a MODEL for your character face, not for facial view.

Facial views changes on every rejoin to server.

Facial view is not available to be chosen permanently, only model of the face.

As @Ultimate said, you never are allowed to pick a specific face. This is to reduce the ease in which clone armies could be produced, I am contemplating creating even more face variations to make it even more varied when interacting with others.

I can maybe see the confusion, but this was done on purpose. We have a lot of clothing customization possible, but I know some orgs prefer to have only one set look so undoubtedly some would get only one type of face as well, which voids a lot of RP value because it would make identifying them a nightmare.
