Just wondering if there'd be any functional way to fix this on the server.

Flashbangs can get you through wooden fences. Tried it with concrete barricades and nothing happened, but it seems fences and the likes do this.​

I believe flashbangs are based off distance but also whether you're facing it.

I did it at the same distance with a thin concrete barricade and didn't get flashed. just banged

I mean't radius. So the further away you are, the less effect it will have.

Lets be real those wooden boards are not fully tight to the botton and thus the flash will go between and underneath the wooden plates
