fps lag crashes

ive started using my new laptop its having the same problem as my pc amd quad core 4.1 amd radeon hd 8550g 512mb 16gb ram windows 8 64bit when i go into the city my fps goes as low 2fps and hovers around 2-7fps then tops out at 15 every were else wtf is up with that if i go fast in a police car for more than 2-3 seconds my game crashes to desktop wtf

16gb of ram? uhhhhh take me back a step could you make sure of that by send puushes like cause it sure as hell doesn't sound like you have 16gb of ram.

its just this fucking game its anoying i run every game on full spec distances etc any decent graphical game in the past year i played full spec 60-120fps constant except garrys mod crysis watch dogs gta and assassin creed black flag other games i dont have 1 problem at all not 1 till this game then i lag like fuck and have a top 15fps doesnt go over i aint got a limit the crashes only started happening yesterday i dunno what it is only happens in a duleux police car no other car
