Map Suggestion Gast alley property idea: Pawn shop

Main Idea:
Adding a “Pawn shop” styled property under the highway in gast alley similar to the industrial shops on evo city.

Full description of the idea:
The pawn shop should be alike the “industrial shops” on evo city.

This could be done in several ways in several locations under the highway in gast alley (under city highway bend).

The features of the pawn shop should be as such:
- 2 entrances (front and rear)
- 3 rooms:
Main area / sales floor.
Storage room
Counter and tellers office
- 1 barred window to display items from

Why should it be added?:
Giving players the ability to open a shop in the city area is something a huge portion of players want, especially in that area of the city where anything rarely happens. A shady business area would befit the city well, especially when stacked up against the overly clean properties we ended up with on V5.

Pros:
- City shop with a unique theme unlike anything else on PERP
- Brilliant RP opportunities
- Additional theming.

Cons:
- Could give performance issues in that area.
- Illegal defences being erected I guess?

I like the idea, but we don't really want player owned shops in the city. Might make a similar themed property instead, but for now I'll put this in denied.
