Suggestion Title: Give drivers of vehicles limited emote access
Suggestion Description: Make it so that when you're a driver in a vehicle, when you hold Q to access the radio selection wheel, you also get a few limited emotes you can perform as a driver such as middle finger, point, cough, etc.

Why should this be added?:
- Adds to RP.
- Something funny to do during a road rage incident.
- Passengers can already emote inside a car.

What negatives could this have?:
- Maybe could be overused.
- Could require heavy model/anim work?

What problem would this suggestion solve?: This does not solve any issues, just a feature suggestion.

I would like to add on top of this idea, ability to surrender in cars same emote concept, you can surrender inside the car doing so well limit you from steering and turning the car off, but you can go forward and backwards with the car, you can also exit the car while surrendering, also surrendering inside car well make you drop your guns and tools to the left side of the right side of the car depending where you are sitting.

Developers already have this ability to make people surrender in cars same emote but with more freedom

Positives: you get to gunpoint people and disarm them quicker,

Improvement to rule 3.4 people we’ll break 3.4 less if they get gun pointed earlier

Negatives : needing a new animation because the current animation if played in car the hands well clip through the roof in some cars
