Police Suggestion Give RTOs the large "area closed" barricade

Suggestion Title: Give RTOs the large "area closed" barricade
Suggestion Description: For some reason, regular officers can access the large "area closed" barricade, whereas RTOs can't. There have been MANY situations where I would have needed that, but have had to resort to using the little sign and multiple medium barricades.
I don't see why RTOs shouldn't have this.

Why should this be added?:
- Allows RTOs to easily make perimeters

What negatives could this have?:
- None that I can think of

What problem would this suggestion solve?: RTOs not being easily able to close off areas with one barricade

I personally think this is probably a bug, not a suggestion, but if this is intentional, then it's dumb that RTU does not have the Area Closed barricades. RTU does more of the General civil and community policing, and closing off an area, or road, is over half of their job.

It literally has no negatives, only positives.
