Suggestion Title: Give SS a secondary respawn location
Suggestion Description: When SS have died in city hall have them spawn at main street or PD

Why should this be added?:
currently if you die at city hall as SS you respawn at city hall in NLR zone

What negatives could this have?:
none

What problem would this suggestion solve?: being in NLR zone after death as ss

Giving them a market street spawn when they have NLR, similar to the PD spawning at CH. Good idea!
