Suggestion Title: Give the long sleeves to Sergeants in RTU Gear
Suggestion Description: Sergeants in patrol gear have long sleeves to differentiate them from normal officers, this should also be applied to sergeants in traffic gear

Why should this be added?:
- Keep the visual distinction
- Make RTU gear more appealing

What negatives could this have?:
- literally none

What problem would this suggestion solve?: Inconsistency and lack of distinction

- already exists in patrol now for RTU

I think this suggestion proposed to add it to all RTOs, whereas I only want it on Sergeants for parity
