Suggestion Title: Government job overlap
Suggestion Description: Allow certain job perks to overlap once you have reached a high enough rank for the respective jobs. For instance if you are SS and you are a fire fighter ranked Crew manager+ you can perform CPR to prolong the life of the Mayor, should they fall unconscious. Another perk could be stim packs work better if you are a higher ranked Paramedic.

Why should this be added?:
- Would give insensitive to grind government jobs aside from just money
- Makes dead jobs like fire fighter worth actually playing
- Adds new roleplaying elements that could make scenes better

What negatives could this have?:
- A lot of dev time
- Potential to make certain gov jobs too overpowered

What problem would this suggestion solve?: It doesn't solve any problems, just enhances the current roleplaying aspect of being a government worker

It wouldn't be like FF CPR where you have a chance to revive the uncon person, would just prolong their life until EMS/FF can take over. Also it wouldn't be buffs to civs, just once you are on a government job like pd/ems/ff/ss yk?

In a sense yeah, but in a way that rewards time spent levelling up other jobs

I like the idea maybe it would work as a new first aid certification that lets you perform a less effective CPR. I don't think this detracts from firefighters because most of the time they can't or won't respond to medical emergencies
