When you are a government employee, you should be able to disable the radio so that you are unable to hear it.
The radio could make a 'buzzing' noise to alert people that the radio is being used.
This would help promote realism and especially help in situations where your radio has been 'taken' or 'disabled' in an RP situation.
The mayor could then be given a radio (verbal one).
Non-government employees could then hear the government radio if they are close to a government employee who has it enabled, again.
