Step 1: Buying the seeds.
Get yourself some " Pumpkin Seeds " at the Casino, if you don't want to do that, there's another way.
Open up your phone using the Z button on your keyboard, navigate to the delivery app and order yourself some seeds.
Then, simply order it at a place you want to go to to get the package, and get your seeds.
This is the delivery app.
The casino is in the business area.
Talk to the NPC in the middle of the casino.
Step 2: Planting the pumpkins.
Now that you have your seeds, simply make your way to any place which has soil.
This could be Hicktown, the park, the farm, the forest in Bazaar, Scrapyard, the back of the Bank, etc.
Hold Q and left-click your seed onto the floor, it'll take about 10-12 minutes to grow.
After this time, you should be able to pick your pumpkin.
Wait another 10 or so minutes for the pumpkin plant to decay, and repeat.

Step 3: Making the candy.
Did you finish your pumpkins? Good! Now comes the crafting part.
Simply press F1, navigate over to " Mixtures " and go to the Halloween tab.
Now click on " Candy Package " and start crafting.
This is the tab you need to click on, then, craft the candy package.
Make sure you have a pumpkin in your inventory, else it doesn't work.
And voila, you should have candy in your inventory!
