Suggestion Title: Harder to get into PD/Forced probationary officer
Suggestion Description: So, it isn't news to anyone that a vast amount of new cops don't know a thing, the entry test is just a common sense questionnaire.

The amount of times we have had a Officer as hostage, before we have officers to begin shooting at us, lands me in a 0% success rate at PD Jailbreaks, everytime an officer breaks procedure without care for the officers life at stake. It is getting so bad that even when I try and tell an officer to make a priority alert down the radio, we can't even get that far.

It is clear that the PD needs to be more restrictive with who they let join the service or make it so beginner officers are not allowed to have lethal weapons such as a pistol.

I am not quite sure how the best way to go about this would be but something needs to change.

Why should this be added?:
- Less people dying due to untrained/unknowledgeable officers
- A more solid foundation on the bottom side of PD
- Higher Quality Officers due to more restrictions
- Better roleplay experience as new officers won't be ruining stuff as much
- Probably less Radio clutter in GOV radio

What negatives could this have?:
- Jimmy and his sweater friends won't be able to just hop on PD after answering 7 common sense questions
- It would be harder for someone who really wants to join PD and take it seriously to actually join PD.

What problem would this suggestion solve?: I might be able to break someone out of jail without there being a bloodbath cause Jimmy see's gun and starts blasting at everybody

On a real note, the quality of PD (even if less on) would probably sky rocket.

Way less IA's for the higher ups to process meaning actual serious policy breaks by more experienced officers can be processed instead of a bunch of IA's made due to letting idiots join the force.
 



This has been reviewed internally before and it will not happen, it is simply too much of a burden on the 89% of players who want to get into PD RP legitimately

Is not a bottle neck with IA, they have plenty of investigators, if anything there is a CC bottle neck which is being resolved
