I dont think you can intentionally do it (from my knowledge atleast). However I do remember once messing up my gmod and this happened, it was more annoying than useful because whenever I moved my mouse downwards it would take the mouse out of gmod and would just be a nuissance.
 
This happend to me because shadoway fucked up and I had to restart windows explorer. (taskbar etc) Just put -noborder and -windowed in your steam launch options

Edit: read it wrong sorry, as I said I did it by mistake so, probably the long way, just go into task manager and restart windows explorer with the game up. That or just do -windowed in steam startup.
