when im pd i always get shot through my windows but for some reason when i shoot at a window it doesnt kill the user
i dont know if this is the right place but when can your windows be shot throughts

Yes glass windows are penetrable, only some of them (e.g. hicktown windows or puffer mart front) break, different glass, like at city hall, needs higher calibre of ammo to penetrate

Puffer Mart, Hungriges Schwein, Hicktown, Wood Cabins, and any gas station windows break, they can be broken with a gunshot or a melee weapon.
Other places such as Projex, Slums, Office, and Regals windows are penetrable, they won't break, but the bullets will penetrate through the window.
As for the reason why YOUR bullets don't penetrate PD windows, the window might require a bigger caliber weapon, and not a pistol to penetrate it.

but i shot a new players car windows cus he ran over my friend and it didnt penetrate

If you shoot a car enough times, it will kill eject all passengers in the car, meaning it will kill them and eject all their bodies.
It will require more than 1 bullet, unless you are using an as50 or barret, those take 2 or 3 bullets to kill eject passengers iirc.
Pistols definitely will take a while to kill eject passengers, but it is possible.
