I would add a rule that first the reporter needs to come with evidence where applicable and second any and all evidence should be given in the form of a normal video like Youtube and not demo this or that.
Demo is to check if someone lies or if u need to study the situation further not for "evidence".

A Wipe (Removing all items, vehicles and money from players except holiday items / rare items)
Too many people have hyper cars and millions. Many veteran players don't play anymore because there is no regulated wipe to make it incentivized to grind again. There is also too much weight on PD 24/7 to go to every shootout because guns are so easy to get. A wipe would ensure that scarcity exists in the economy and therefore people will have more even playing field.

Nah imagine grinding for hours for virtual items to be wiped that's not good its not like dayz where loot is easy to get.
