Suggestion Title: Images as custom liveries for vehicles
Suggestion Description: With this, you could use an uploaded image as a car livery and have it on the side. For example, an org could have their logo and name on the side of a Transit for recognition or on their cars. There could be org liveries the same way there is org license plates.

Why should this be added?:
- More opportunities for rp

What negatives could this have?:
- Possible server lag??
- Dev time

You would need a skin for every custom one, the limit is like 12 for the cars which are used already for paints/wreck/PD etc

While technically possible, it would require us making changes to every vehicle for it to work, so from a time perspective it is infeasible.
