Basically, I was told by my org to chase down this green mini, I was on the phone (ts) telling a bunch that he was at bridge towards business... I was purposely not shouting it so he wouldn't hear me IC, he then carries on to pull over and report me to the police, And one of the reasons he used was that he heard me talking on the phone, user also ignored my LOOC until I shouted his name.

Tick: 20000 for him stating that he heard me talking on the phone

Additional comments:
User lied in admin sit after being told consequences.
Used: "I'm new" as an excuse
I ended up breaking meta myself by shouting his name for attention around 19400

Well, he shouldn't hear you talking on the phone since you were in a car, so that's not very realistic.
Since when is not responding to a light gray LOOC message which doesn't mention your in-game name a crime?
