Suggestion Title: Lakeview Condominiums
Suggestion Description: A real estate "policy" that the mayor can enact that would begin construction of condominiums on the beach, providing passive income to the city and new properties for players. Instead of adding these properties on their own, adding them only when this policy is enacted can give the city more money by generating income through the player paying rent. It's because of the player paying rent that these properties should have an incentive that differentiates it from other properties, in this case I think that the properties automatically having smoke detectors and house alarms could help.

Why should this be added?:
- Interesting change of pace to the city's daily occurences
- New properties that people can ask the mayor to create that bolster the city's economy and also give players more places to base when server is full

What negatives could this have?:
- Performance impact
- What happens if the mayor goes offline when the condominiums are built? Do they disappear or stay until server restart?

What problem would this suggestion solve?: Lack of properties on max server population
Beach used for anything other than fishing

Having a building constructed dynamically on the server isn't something that is possible whilst also not introducing a lot of other issues. Not to mention it would be best to have any possible properties available all the time to be tackle property shortages.
