Suggestion Title: Law 12.16 - Driving whilst Distracted
Suggestion Description: Law 12.16 would be a new law that describes driving with any distraction that would harm your ability to drive, such as using a phone. It would result in a fine up to $2000. To combat getting in trouble for using a phone, such as on a call or TeamSpeak, cars could be fitted with a phone head unit, which could be added at Veikos for an extra $10000.
The law could also be an addition to law 12.11 (Driving without due care and attention) with extra terminology for obvious distraction.

Why should this be added?:
- Adds realism

What negatives could this have?:
- Unnecessary tickets for using TeamSpeak or calls

What problem would this suggestion solve?: N/a

This is exactly what is already in effect under law 12.11

12.11 Driving Without Due Care and Attention​

Drivers must exercise complete care and attention when operating a vehicle.

Misdemeanor - liable to 3 years maximum imprisonment and $2,000 maximum fine.
If someone is driving poorly and is clearly using their phone, then they are not exercising complete attention when operating their vehicle and would be guilty of this crime.
