These licences would be much more useful to the police department, by having the licences carried around as an item by civilians, when a police officer or traffic enforcer pulls over a vehicle they will be able to check them for there drivers licence. When this is done, if the driver has done something which gains them points on their licence, the officer can issue them with the amount they need. As for the weapon licences, if a civilian is seen carrying a weapon and do not carry the licence, the weapon would be confiscated from them until they provide a valid licence.
