Explanation:
How you would see the license plate
A Speed Enforcer has the ability to see the speed of a car, the speed is displayed above the car.
The license plate can be an 8 digit number, displayed above the car, with a range of visibility that changes when the cars has illuminated lights, if it's night or day, the car is dirty / broken.
UPDATE: This license plate number is different for each car so the car's owner can still switch car if in a pursuit.
How to track the license plate
A tool, that the officers / lieutenant have.
So, if you click the tool, a GUI pops up, where you can type the license plate's 8 digit number.
If the 8 digit number was entered correctly, the name of the owner of that car shows up.
(That name, you can report to the lieutenant to warrant him/her.)
Also, a picture of the car shows up, so if someone reports a stolen car with license plate number, the police knows what car to look for.
Abusing license plate tracking
Every time, someone tracks a license plate, the Lieutenant gets alerted:
- Which license plate was tracked
- Who tracked the license plate
- The rank of who tracked the license plate
So, the Lieutenant knows when someone tracks a license plate.
UPDATE: Reporting stolen cars
Also, license plates can be used to report stolen cars, the user must know his/her license plate tho.
The license plate number can be displayed in the car GUI.
If they know the license plate, they can report it to the 911 so they know what car has been stolen.
