I think that a lottery ticket should be available to buy in AM/PM and by default it is set to a minimum of 10k and that money is taken from the city funds. The mayor can then set how much the lottery could be, ranging from 2k all the way up to 30k and the price of these tickets could be from 2k and if you win then you get the cash prize into your bank.
