Description of the Bug: After getting your car stolen, you can spawn a different car which results in the stolen car to dissapear.

How to reproduce the Bug: get your car stolen and try to spawn a different car

Time Stamp: around 17:00 PM

There is code to stop this behavior. You will not be able to spawn another vehicle until it's been 30 minutes since the theft. We shouldn't really extend that time as you shouldn't drive around with a stolen car for more than 30 minutes.
