Description of the Bug: Any Officer can make a /pbc
How to reproduce the Bug: Remove all roles except Officer, Patrol and Dispatcher
Go on duty as a Police Officer
Make a /pbc
Time Stamp: N/A
Errors: Having the Dispatcher whitelist is allowing Officers who shouldn't be able to use /pbc (Below SGT and not RTU) able to use it.
