Description of the Bug: Can't talk in local voice while seated as a dispatcher

How to reproduce the Bug: As a dispatcher, try to talk while sitting down at the dispatcher office. You can't talk.
This means you need to stand up to talk on the phone (which makes handling 911 calls very inconvenient), or to fellow dispatchers next to you.

However, you CAN talk on radio while seated. Only "local" talking isn't working (which sadly includes 911 calls)

I know this was supposed to be fixed some time ago, but it hasn't worked since I became active as a dispatcher last month.

I just tried it and talking in local chat does work for me as dispatcher, same with 911 calls. Do you maybe use a different key for local chat?

I fixed it by re-binding the voice chat key to another key and then back to "V"
