Description of the Bug: Dispatchers hear phantom police voices while on cameras

How to reproduce the Bug: As a dispatcher
Sit down
Go on a camera (pretty certain any camera is fine)
You will hear random conversations from police officers despite being nowhere near them. There is no indication that they are speaking via radio at the top of the screen.

Something similar happened to me 1 or 2 weeks ago, but on patrol instead of dispatch. I was able to hear snippets of a conversation of another units radio
