Description of the Bug: Getting 911 calls when outranked and dispatch is online.

How to reproduce the Bug: When there is a dispatcher online, I receive 911 calls to myself instead of dispatch. @JeanMacron was on duty as dispatcher whilst I was getting 911s, whilst marked busy might I add.

Unlikely to be a bug, more likely the dispatcher was either dead, on the phone or had no phone. I can verify if timestamps were provided.

The priority order for receiving phone calls is as follows:

8	Lieutenants to Chief of Department	Yes	Yes
9	Corporals to Staff Sergeant	Yes	Yes

If no players in a category are available to take a call, then the system moves to the next category.
