Description of the Bug: No pay bonus for sergeant
How to reproduce the Bug: 1. Have mayor set a high pay for officers (210$)
2. Be sergeant in PLPD.
3. Get base Officer pay (210x1.75), despite being sergeant, hence having no multiplier for rank.
